    The article’s primary goal is to assess the Russian-led disinformation operations and to examine NATO’s counterstrategies within the broader context of information warfare. By understanding motivations, mechanisms and consequences of Russian Federation’s use of propaganda and disinformation, one gains a better ability to counteract such practices, bolsters the psychological resilience of a society, and becomes able to establish a sustainable regional information security model. In the context of this work, we understand the existing model as a set of technological, organisational, political, and sustainability measures that create the prerequisites for the states of the region to achieve a high level of information space security.

    The current research will examine the innovative aspects of municipal services for refugees in Lithuania and Croatia.. The scientific literature constantly debates the most effective social refugee integration structure or systems. The central government provided social integration services for the local government. In some cases, municipalities took the initiative and started some services in partnership with NGOs. So not only was the process top-down, but often the local communities or local authorities were proactive. There have certainly been more proactive initiatives to welcome Ukrainians compared to refugees from other countries of origin. This would allow us to discuss how a reactive response to crises allows for the improvement of municipal services and the transfer of impacts. On the other hand, it will allow us to ask why some successful solutions were short-lived and what factors (lack of resources, bureaucratic machinery, the logic of short-term crises) led to this.

    The handbook of journalism and emotion, 2026, p. 317-328

    In this chapter, we explore the role of emotions in the articulation of news in the Middle East and North Africa region. We argue that Arab journalists tend to provide a distinctive grammar based on the notions of objectivity and impartiality. Instead, they tend to offer one that explicitly incorporates emotions as a legitimate expression in truth-telling. We examine this argument by analyzing journalists’ self-perceptions and positionality around news stories. We have analyzed data derived from 12 semi-structured interviews with journalists from the region. Based on that, we suggest that there is a different position from journalists working in Arab-based media outlets while producing their stories to that we find in other newsrooms from around the world. We argue that emotions are displayed and incorporated into the narrative in ways in which they do not undermine the ability of news reporters to claim authorial control and truth-telling.

    The article examines the state policy of adapting the educational environment for people with disabilities in higher education institutions of Ukraine during martial law. Based on the analysis of the regulatory framework, statistical data, and results of sociological surveys, the main aspects of implementing inclusive education in crisis conditions are considered. Using the results of a nationwide survey, key challenges faced by students with disabilities were identified, including disruption of educational continuity, limited access to assistive technologies, psychological difficulties, and socio-economic problems. A case study was conducted using the example of the National Technical University “Kharkiv Polytechnic Institute” (NTU “KhPI”), which allowed for the evaluation of the effectiveness of adaptation measures at the level of an individual higher education institution. The research results indicate progress in creating an inclusive educational environment but also point to the need for further improvement of state policies and practices to support students with disabilities.

    Smart mobility is a vital part of a smart city. Autonomous public transport buses are becoming an increasingly noticeable and significant component of smart mobility. This study examines and compares trials of autonomous public transport buses in Baltic countries (Estonia, Latvia, and Lithuania). This research covers the period from 2017 to 2024 and is based on qualitative research methods: case studies, secondary source analysis, conventional content analysis, and comparative analysis. This study found that Estonia was the first among the Baltic countries to begin testing autonomous public transport buses and was the most active, conducting as many as 11 trials. Moreover, Estonia tested autonomous buses at the highest speeds and over the longest distances. Despite relatively promising trials, autonomous public transport buses have encountered certain challenges and disruptions in all three countries. These results suggest that the Baltic States still have room for improvement in the field of smart mobility and autonomous public transport.

    With the current study, we aim to continue the discussion about what the borders of the Ruskiy Mir—the Russian World—because the war in Ukraine shows that the forces and special services of the Russian Federation were expected to be welcomed as ‘liberators’, but this did not happen. We have examined media outlets in two Baltic countries (Lithuania and Latvia) that are published in Russian. Lithuania is a portal operating on a national scale, but in Latvia, two newspapers are published in two cities where most Russian speakers’ population lives. Although the analysed newspapers initially portrayed the war as a distant or internal problem for Ukraine, our analysis revealed a gradual shift in focus and thematic emphasis. This shift can be partly explained by the increasing difficulty of continuing to cover the war without including broader geopolitical aspects, as well as by the growing international awareness of human rights violations, civilian casualties, and Russia's role in the aggression. The lack of context and the use of euphemisms initially contributed to the persistence of pro-Russian narratives, but subsequent thematic diversification, especially in the case of Lithuania, demonstrated a growing sensitivity to the global dimension of the war.

Inovatyvūs viešieji pirkimai laikomi vienu iš svarbiausių instrumentų inovacijų skatinimui viešajame sektoriuje, tačiau jų įgyvendinimas Lietuvoje išlieka netolygus ir fragmentiškas. Tyrimo objektu pasirinkta IVP praktika viešojo sektoriaus institucijose.

    The rapid advancement of digital technologies, accelerated by the COVID-19 pandemic and the emergence of accessible artificial intelligence tools, has fundamentally transformed the evaluation landscape. This transformation presents both unprecedented opportunities and significant challenges for the evaluation community. Evaluators face critical questions about the appropriate use of digital technologies: How can we ensure proper application while maintaining established evaluation standards? How do we address issues of data ownership, algorithmic transparency, and ethical considerations? What knowledge and skills do evaluators need to navigate this digital transformation effectively? This special issue addresses three interconnected challenges in the digitalization of evaluation: methodological knowledge gaps, data and technology ownership issues, and ethical considerations. While digital technologies offer powerful tools for data collection, analysis, and stakeholder engagement, human oversight remains essential to ensure rigorous, ethical, and equitable evaluation practices.

    The Blue Flag initiative has been recognized as an effective tool to contribute to the development of the blue economy. The link between the Blue Flag and the blue economy focuses on the importance of sustainability and the protection of the marine environment in coastal and marina areas. This study aims to analyze the sources of information and determine whether the motivations for participating in the Blue Flag initiative in the respective city are primarily environmental or tourism driven. When analyzing media sources, 41 articles in Lithuanian were analyzed, which were found using Google Search. The information was further classified into three categories: neutral, challenging, and marketing information—based on predefined criteria. The study found that the perception of the Blue Flag program varied across the three Lithuanian municipalities analyzed. This ambiguity is reflected in the decision of the Klaipeda City Municipality Administration to withdraw from the program in 2024, potentially influenced by economic populism, lack of responsibility for beach governance, and political exclusivism factors.
