Abstract
Gerovės valstybei labai artimas yra socialinis saugumas. Socialinis saugumas neretai
tapatinamas su socialine gerove. Tačiau socialinis saugumas pirmiausia apibrėžiamas kaip skirtinga
gerove disponuojančių ir skirtingas socialines pozicijas užimančių bei skirtingus socialinius statusus,
socialinių sluoksnių, taip pat atskirų individų konflikto prevencija ir sprendimas. Mokslinės
literatūros apžvalga byloja aktualiu išliekantį klausimą apie valstybės įsipareigojimų piliečių gerovei
ir socialinei santarvei (įtraukčiai) masto nepastovumą ir pačių piliečių pastangų cikliškumą siekiant
visų visuomenės narių gerovės ir saugaus bendrabūvio.
Darbą sudaro įvadas, trys skyriai su poskyriais ir išvados. Pirmajame skyriuje bandoma
apibrėžti gerovės valstybės sampratą, išskiriant kokios yra gerovės valstybės pasaulyje, jų raida, taip
pat apžvelgiami gerovės valstybės tipai. Antrajame skyriuje apibrėžiama socialinio saugumo
samprata ir jo vaidmuo vidinio ir išorinio nacionalinio saugumo sąveikoje. Trečiajame skyriuje
pasiremiant Lietuvos ir Prancūzijos pavyzdžiais bandoma ištirti koks ryšys tarp gerovės valstybės ir
socialinio saugumo yra skirtingose šalyse, koks jų santykis.
Social security is very close to the welfare state. Social security is often equated with social
welfare. However, social protection is primarily defined as the prevention and resolution of conflict
between social classes and individuals with different assets, holding different social positions and
having different social status. The review of the scientific literature talks about the actual volatility
of the state's obligations to the well-being and social cohesion (inclusion) of the citizens and the
cyclical nature of the efforts of the citizens themselves to achieve the well-being and safe coexistence
of all.
The work consists of an introduction, three chapters with subsections and conclusions. The first
chapter tries to define the concept of the welfare state, distinguishing what the welfare states are in
the world, their development, and also reviews the types of the welfare state. The second chapter
defines the concept of social security and its role in the interaction between internal and external
national security. In the third chapter, based on the examples of Lithuania and France, an attempt is
made to investigate the relationship between the welfare state and social security in different
countries, and what their relationship is.
