The paper deals with the problem of the formation of requirements engineering processes related to a particular problem domain. Requirements engineering is the initial step of system (software) development activity in which the requirements from the customer are elicited and documented. The modified VCM-based framework for the formation and refinement of requirements engineering processes is developed and discussed.
