Problems of personnel development system in healthcare organization

Author of this article analyses theoretical and practical aspects of personnel development system. Nowadays in constantly changing conditions related to globalization, development of informational systems staff acquires constantly increasing significance and development of companies greatly depends on their staff development and its ability to assimilate new knowledge and skills. So far little research has been performed in Lithuania concerning personnel development systems therefore thorough and consistent situational analysis is necessary to determine the effectiveness of personnel development system. The main goal of the research was to evaluate the present personnel development system and identify its problems. Taking into consideration analysis of scientific literature it was determined that personnel development system consists of staff performance evaluation, staff qualification improvement, planning and organizing of staff reskilling, also reserve and career planning and organizing. It is necessary to emphasize that healthcare organizations and their personnel development is unique due to rapidly advancing technologies and human health sensitivity to proper healthcare administration therefore certain common personnel development principles might not apply to healthcare personnel development. Author suggests improved model for personnel development diagnosis where present and ideal systems are compared using certain criteria: staff performance evaluation, staff qualification improvement, planning and organizing of staff re-skilling, also reserve and career planning and organizing. In accordance with the determined discrepancies the suggestions for personnel development system improvement can be submitted.
