Abstract (en)
The article deals with the ethnic minority of the Lithuanians at the end of the nineteenth century and the first half of the twenties century. This minority was involved in political process because social mobility. The main problem of the Lithuania minority political passivity was the weakness of own elite, little number of educated persons.
