Jaunimo nevyriausybinių organizacijų centro modeliavimas: Klaipėdos miesto atvejo analizė

Pagrindinis darbo tikslas – įvertinti galimybes dėl jaunimo nevyriausybinių organizacijų centro modelio kūrimo Klaipėdos mieste. Šiam tikslui pasiekti buvo išskirti uždaviniai, kurių pagrindu siekiama: atskleisti jaunimo nevyriausybinių organizacijų centro sampratą, veiklos ypatumus ir vietą regionų valdysenoje; išanalizuoti pilotinius užsienio šalių jaunimo nevyriausybinių organizacijų centrų modelius ir centro socialinę vertę Klaipėdos miestui; išnagrinėti jaunimo nevyriausybinių organizacijos centro modelio poreikį Klaipėdos mieste. Teorinėje darbo dalyje pateikiama: Jaunimo nevyriausybinių organizacijų centro veiklos teorinis ir praktinis diskursas ir Jaunimo nevyriausybinių organizacijų centro modelių analizė, poreikis pasaulyje ir Klaipėdos mieste. Siekiant pateikti išsamią Klaipėdos miesto jaunimo nevyriausybinių organizacijų centro modeliavimo požiūrio interpretaciją ir pasiūlyti vizualinį jaunimo nevyriausybinių organizacijų centro modelį Klaipėdos mieste, tyrimo metu buvo organizuota sutelktosios grupės diskusija su potencialiais modeliuojamo centro dalyviais. Atlikus kokybinį tyrimą, remiantis gautais respondentų požiūrių įvairovės rezultatais, modeliuojamas Jaunimo nevyriausybinių organizacijų centras suprantamas, kaip daugiafunkcinės strateginės partnerystės erdvė jaunimui Klaipėdos mieste. Tai naujos kartos bendradarbiavimo modelis, kuris vienija vietos valdžią, jaunimo nevyriausybines organizacijas, verslą, visuomenę ir valstybines institucijas bendriems regioninės jaunimo politikos pokyčiams ir demografinių, socialinių, ekonominių, politinių Klaipėdos miesto rodiklių gerinimui. Jaunimo nevyriausybinių organizacijų centras Klaipėdos mieste – strateginis žingsnis, siekiant pelnyti “Europos jaunimo sostinės 2021” titulą ir tapti ”Draugišku miestu jaunimui”.
The main goal of thesis is to evaluate the possibilities of youth non-governmental organizations center development in Klaipeda city. To achieve this aim main objectives were formulated: to reveal the concept of youth non-governmental organizations center, the peculiarities of activity and the place in regional governance; to analyze the pilot models of foreign youth non-governmental organizations centers and the social value of the center for Klaipeda city; to analyze the need of youth non-governmental organizations center model in Klaipeda city. Theoretical part of the thesis includes: the theoretical and practical discourse of youth non-governmental organizations center and their models’ analysis as well as the need of such centers in the world and Klaipeda city. In order to submit the comprehensive interpretation of Klaipeda youth non-governmental organizations center modelling approach in Klaipeda city and to offer the visual model of the center, concentrated groups’ discussion (focus group) with potential participants of the modelling center was organized. Qualitative research based on the results of respondents' diverse attitudes revealed that the model of youth non-governmental center is seen as multifunctional strategic partnership area for youth in Klaipeda. This is a new generation cooperation model which unites local government, youth non-governmental organizations, business, society and state institutions for general changes in regional youth policies and the demographic, social, economic and political Klaipeda city indicators improvement. The youth non-governmental organizations center in Klaipeda city is a strategic step in order to achieve "European Youth Capital City 2021" title and become the "Youth Friendly City".
